The movie was "Riders of Destiny" in 1933. The actual singing was done by Jack Kirk according to "The Ultimate John Wayne Trivia Book" by Alvin H. Marill.
Many of his early movies were directed (produced?) by Robert N. Bradbury whose son later became known as Bob Steele.
