I dont know why they look different from each other and I presume you lift their helmets and reach into their heads to get at the cookies

Looking at the pictures I tend to believe that the one on the right is The Fighting Seabees and the one on the left is Back To Bataan. I would say that he was clean shaven for The Fighting Seabees.
